I presume you meant to write 3690. It should of course not be
necessary to specify the port number, as that's the standard port for
svnserve.

My advice is to simplify the problem. Get this router out of the
picture, by attempting to connect to the repository from within the
same network. Does that work? If so, you have a router problem. If
not, then you have a Subversion problem, with which we can help you.
