Did you actually *try* the scenario you described? The problem
doesn't exist:

$ ls /usr/local/svn
testrepos
benrepos
repos-old

$ svnserve -d -r /usr/local/svn

$ svn co svn://localhost/benrepos wc
A wc/search.txt
A wc/mono.txt
A wc/parental_history
A wc/driver.z5
A wc/hellochairs.z5
A wc/bookreview.txt
[...]
