When IE (pre XP SP2) sees a file with MIME-type text/plain file, it
ignores the specified MIME type (MS call it the 'suggested' MIME type)
and instead guesses it from the file extension and contents.

It's not a bug per-se, as it is written deliberately to do this,
though obviously it's not to spec.
