Hi John,
svncopy.pl is still needed.  It solves a completely different problem.
If you do an svn copy of a tree containing externals, the externals do
not get updated.  This is often *not* what you want if you have used the
externals to include components within the repository and you are
branching or tagging a tree which references those components - for a
tag you would want the externals frozen to the version at the time of
the tag, and for a branch you would want to branch the external
components also.  *This* is the problem svncopy.pl attempts to solve.
