Maybe you should then have some more technical people handle the version
control stuff. Just checkout the artwork and let the artists work on the
working copy. When they're ready doing their biz they submit their work
to the repository maintainer, who can commit it.

This is basically the same procedure that many open-source projects,
including Subversion itself, use. I can checkout the Subversion trunk,
but I cannot commit to it. I have to submit my changes (patches) to one
of the repository maintainers who will then decide if they commit it.
