svn 1.2.3 make install fails: install-sh: Command not found

I'm trying to build the 1.2.3 source on Mac OS X 10.4.2, and I'm
having problems. The configure and make go well, but the make install
fails with the following:

/Users/dave/Desktop/subversion/subversion-1.2.3/ac-helpers/install-sh
-c -d /usr/local/lib
make: /Users/dave/Desktop/subversion/subversion-1.2.3/ac-helpers/
install-sh: Command not found
make: *** [install-fsmod-lib] Error 127

Any suggestions?
