Okay, I guess that's the best I'm going to get. It doesn't tell me why the
checkout individual file functionality was not designed into subversion from
day one however.

For anyone wondering why I care about this it's because I like to keep scripts
I use on servers under version control but do not want to for instance
checkout the whole of a versioned etc directory into a server etc directory
when all I want is one file .. I'd trash the rest! I could accomplish this
using a checkout dir and symbolic links but that messes up my server just for svn.
