Is this restriction "by design" ? The FAQ doesn't say why it cannot be done.

Version 1.1 of the Subversion Book in the "Introduction to Subversion" says:
"That is, Subversion manages **files** and directories over time".

*It* may manage files but it won't let me manage files, only directories <grr>.

In "Subversion's History" the text says "So CollabNet determined to write a
new version control system from scratch, retaining the basic ideas of CVS, but
without the bugs and misfeatures".

I doubt that anyone considers checking out a file to be a bug but perhaps it
can be considered a misfeature?

I'm unsure where to look for the answer to this whole topic short of reading
the entire subversion book. Any quick answers available out there?
