Maybe this answer is also too trivial, but since you're alreadyUse TortoiseSVN, why don't you use the "Check for modifications" Option ( = svn status ). You can then click the Check RepositoryButtion ( = svn status -u ).
You can double click on a file to see its differences with yourLocal copy or the base version, even in Winmerge if you specify WinMerge as the default diff viewer in Tortoise settings.
