Sorry I've not followed the thread, but using Apache2, I had to have the
repository owned by the name account/group as Apache. In my case,
nobody:dev. My (few) file:// and svn+ssh users are all in the dev group,
Apache2 is nobody.

Sometime ago I ran into problems with that, and renamed all my 'svn*'
programs to 'svn*-real' and made the original filenames scripts that set
the umask as described in the manual. It worked in as much as I can now
access the repository via every conceivable means.

(Funny thing is ungrading to 1.2.1 wiped those scripts and it still
functions perfectly...)
