Creating WC->URL copy when WC contains locally modified files

Hi!

I wonder why I get the following error:

svn: Commit failed (details follow):
svn: Invalid change ordering: new node revision ID without delete

when creating a WC->URL copy (WC contains locally modified files which I
don't want to check in since I don't want the modifications to appear in the
trunk, only in the newly created tag.)

client: svn 1.1.4 on Debian, server: 1.1.4 on FreeBSD 5.4-STABLE

I came accross a post saying that the above error is most likely to happen
when one messed around with the repository internals manually, which I DID
NOT DO.
