Except in the case of longer-term maintanance, where multiple svn
servers could be consolidated to a single server (or vice versa). Or
if due to whatever changes IT needs to make, the server's name has to
change. Lots of ugliness I can see ensueing.

I did think that because tags and branches are technically the same,
but viewed with different meanings, this would allow tags and branches
to be "fixed", by modifying thier externals props and committing.
Kinda ugly, but a workable solution (so long as you pull the HEAD
revision of the tag/branch).

Allowing server-relative paths would alleviate the problem for
external respositories on the same server (much like how most web
developers I know never use absolute pathnames if they can help it).
