I think yes, as long as the encoding of this file is the same as your OS
"default" that is used to access those files.
On windoze it should be no problem if you edit your AuthzSVNAccessFile
in notepad for example (notapad is just a stupid default editor and does
not know anything abut encoding, so it uses the default OS).

Try and report back if you have any problems. Be sure they are problems
with chinese. Post your AuthzSVNAccessFile and your apache log (the
relevant sections) for further assistance.
