Personally, I think that the problem might be that it lies in contrib,
and (AFAIK) that I cannot tell svnadmin that I want this (and perhaps
other) script(s) installed into every repository I ever will create on
my server.
As a Windows user/SCM admin I'm not used to have to go to the source
distribution and look in a contrib folder. I expect it to be installed
with the product. It's just not done like that there. [Note that it
isn't meant as harsh critisism of the Subversion team, but more a
reflection on how I think the world works.]
Perhaps it is time for a Windows (and/or Max OS X) version/extension of
svnadmin that can create a repository with a pre-installed hook to guard
against this? Or as I mentioned above, a template repository even?
I don't think that this idea fits in the plans for server/client
configuration that has been talked about for the long time plan, but
perhaps it's an idea worth pursuing?
