Changing repository name?

I want to change the name of an entire repository. I tried changing the name
of the repository root directory and then running "svn switch --relocate" on
the client but subsequent attempts to check in changes results in:

$ svn ci
svn: Commit failed (details follow):
svn: Can't open activity db: Permission denied
svn: Your commit message was left in a temporary file:
svn: [...]

What did I miss?

(Hopefully this isn't a dup. I had a bit of trouble subscribing.)
