Never seen Cruise Control so I can't help with that. All I can
suggest: What happens when you run this svn log command yourself on
the command line? For me, on Mac OS X 10.4.2 with Subversion 1.2.1,
if I run it inside a working copy, I get some reasonable log output.
What do you get?

What OS are you on? What version of Subversion? Has it ever worked?
