Mac OS 9 does not have a command line, making that a bit difficult.
You could store your working copies on a Unix, Linux, *BSD or Mac OS
X file server, and connect to it using an SSH client (of which some
exist for Mac OS 9, though the ones I'm thinking of cost money) and
issue SVN commands over SSH.

I'm not aware of any native Subversion clients for Mac OS 9, and
Google didn't show me any. As should be well-known by now, Mac OS 9
is dead, meaning developers are encouraged to focus their efforts on
Mac OS X. Now that Mac OS X is 4.5 years old, many developers have
done this. It would be a good idea to upgrade to Mac OS X.
