I'm currently getting on with per-directory access control in svnserve.
Once that's done, I'll probably be tackling SASL in svnserve, which
should include the possibility of NTLM authentication.

So, group management and per-directory access control is well on the
way, and SASL is on my fairly short term plans. Despair not :-).
