Hooks hele required

Dear all,

My first hook.
I 'd like to restrict /repos/tags as add only , but no remove no
update.
I have in /repos/hooks the pre-commit.tmpl.
I don't really know where and how to integrate svnperms and
svmperms.conf in it ?
Actually do I need svnperms and svmperms.conf or how should I
modify the pre-commit ?
