svnserve memory leaks?

I'm seeing high memory usage in svnserve after a few days of usage.
When just started, the svnserve process is using approx. 2.5MB of memory.
I've seen it use as much as 600MB of memory. This is not just during a
commit. This is also when it's idle.

I'm using Subversion 1.1.1.11581. Will upgrading to 1.2.1 fix the problem?

The environment is Windows Server 2003 SP1.
