Well, I had a few clients outside my network try the telnet option and it
worked just fine. Then I tried from my work and I can't connect. Just says
that the connection failed (timeout).

Ideas? Or is this just a dead end?

I would try the svn+ssh option and run the server on port 443. This
has worked for me in the past when I wanted/needed a ssh connection to
my home machine and port 22 outbound was being blocked. Since SSL
traffic is normally encrypted, most proxies don't bother looking at
the HTTP verbs.
