if you checkout the SVN source there is a file INSTALL that contains the
build instructions, it's also part of the source zip download. The
instructions say they are mainly for Visual C++ 6, but it has some mention
of Visual C++ .NET.

The TortoiseSVN build instructions also cover how to build the source with
VC++ 2003.
