Yes - all of those.
I was able to use command line to change stuff in repository.
I am running svnserve -d

Did you run 'svnadmin' to create a new repository in the location you
specify, and import an initial structure into it? Are you sure the
'svnserve' server (if that is what you are using) is running?

I've missed all of the above at least once when creating a new repository
and trying to access it. :)
