Ben,

Take a look at our collaborative development platform, CodeBeamer
(www.intland.com)

It provides all the functionality for which you are seeking: a role-based
tracker, Wiki support, document management, tight integration with
Subversion (and many other SCMs), a build facility, code comprehension,
role-based index and search, etc.
