I have reconfigured and rebuilt apr with the
--with-devrandom=/dev/urandom option. I then rebuilt and reinstalled
svnserve. Since the reconfiguration, I have had at least one delay
that was longer than I thought it should be. When it happened, I was
running a tcpdump process watching port 3690. Attached is the formatted dump.
