Sure. A square is a rectangle, but a rectangle is not a square. :-)

What they're saying is that for a particular portion of a respository
tree,
a different version number doesn't necessarily indicate that a change
has
been made to that portion of the tree.

When Rx = Rx a portion of the tree is always identical.

When Rx != Rx a portion of the tree might still be identical.
