auth problem

I have a user whose user/pass works for one repository fine but for another
I just can't get it to connect.

Checking the logs it states ( Access denied ) which appears as though the
user doesn't have the correct credentials to access the repository but since
I tried copying a working conf file from another repos. this just can't be
right.

I've experienced almost 0 problems with authorization and authentication so
far so I tried many combinations before posting the question here.

Im running Svn 1.2 on windows but haven't upgraded apache2 to the latest
version yet( the new dav/authz.so files didn't work when copied them across)
