external checkout

Hello all,

is there a possiblity to prevent changes to an external directory from
comminting? In our repository we like to have all commonly used modules to
be linked as externals. To prevent devolopers to change code in the external
directories, we liked to treat them as "CheckOut Only". I new to subversion,
so I don't know if such a possibility exist. I haven't found a property jet
to set the directory or something similar.
