Dump meta information in XML mode of mod_dav_svn

Source code of mod_dav_svn implies that there were plans for placing
property information in the XML output of this module. The patch
attached implements this feature. Additionally it enriches the "dir" and
"file" elements with information about file length, last author, commit
date and current revision.
