Global Ignores & import

Ok, found out on the #svn irc channel that one cannot set an ignore
property on unversioned things and found out about global ignores, but
was unable to get the answer to these questions:

Will svn import will honor the global-ignores?

Can you set a global-ignore to a directory name and would svn import
then ignore that directory (and it's subdirectories) on an svn import?
