First Repository: importing & svn:ignore

I am attempting to setup my first repository and would like to use the
svn import command.

I've got the project structure:

project/tags
        /branches
        /trunk

within trunk I've got a folder called 'Installers' which I would like to
have ignored when I import.

As I understand it, the svn property svn:ignore can be set and importing
will then ignore the 'Installers' directory (and all subdirectories).

How can I set this property?

Everything I try gives me an error that an explicit target is required.
