Right, although I get the exact same results using either version to
dump the old repos.

I'll give this a try tonight. It does not have any strange chars that I
can see. Viewing the dir in both viewcvs and trac, it looks just like
any other directory.

I saw a similar bug posted regarding newlines in file paths that
couldn't be imported, but in that case their path actually does contain
a newline.
