Yes, it is safe to delete the svn:executable property on source and
header files, no, it won't make the commits smaller, but it will make
the checkout cleaner in that files that shouldn't have executable
permission will no longer have executable permission.

Thanks to all above in answering my question, I'll go ahead and make
the changes; you're right that these kinds of errors, although small,
should be corrected.
