I wanted to let you all know that we've narrowed it down to an Apache
problem, specifically with SSL. When we connect via an unsecure HTTP
connection, it works fine...its only when we use HTTPS that there is a
problem. So, that said, I don't think it's a subversion or tortoise
problem.

Thanks for everyone's help in narrowing this one down!

If memory serves, I think I searched the windows registry for vsd...

Yup, here it is:
HKEY_CLASSES_ROOT\.vsd\Content Type=application/vnd.visio
