Svn how to enforce users to...

Hello!

I have problem with svn^H^H^Husers, how to force them to:

- do not commit to tags and closed banches
- use "up to date" client software (eg. svn 1.1.4 or 1.2.0), not the
archaic one eg. svn 1.0
- write comments on commits longer than 0 chars
