problem using subversion on Fedora Core 3

when i upload a large project which has more than 5,000 files, i will
meet the error "cannot connect to the server" after adding about 4000
files or so.

my server environment:
fedora 3.0 + apache 2.0.52 + subversion 1.2.0
client config:
win2kserver + tortoiseSVN1.1.17
