Ok, maybe I'm missing something. I'm on my workstation (the client, not the server at this point), and I right click on the file. There is a TortoiseSVN section, but nothing about setting properties. There is also the normal properties link on the right click menu. When I click that, there are no tabs for Subversion.

You need to set the property on the file itself. Using TSVN, right click on the file, go to the Subversion tab, and set the property.
