Upgrade problem: Could not open the requested SVN filesystem

I had SVN 1.14 installed with two repositories: Docs (FSFS) and repos
(BDB). I installed 1.2 using the MSI installer application. Now when
I try to work with the BDB repository, I'm seeing errors like this:

I know that the upgrade doc says that I don't need to convert the
repositories, but is this a different scenario because I used the MSI
installer?
