text-base directory in .svn, what is the status?

Hi all

I've been looking through the archives about the "text-base problem",
and I must say that I too would like to be able to not have a full copy
of the files on my local working copy.
I've had a look at the subversion book and it says this:

Some attention is being given to making the presence of the “text-base”
an option.

What does this mean?

What if I was to delete the content of these directories in my local
copy? Would that prevent my svn client (TortoiseSVN) from working?
