Importing files with specific dates

I was working on a process to import our code from StarTeam to Subversion as
a test, but I am not able to keep the date of the revision/modification with
the file because I'm using the svn commit command to import the revisions
one by one, but the date shows up as the commit time.
 
Is there any way I can change the revision time after the fact, or during
the commit. Say something like this was really commited 6/19/1999.
