See the auth.log on the server side, you may find more information.

Hints:

* are the user names the same on both machines? (if not, you have to
put the user name in the URL for Subversion)

* when you talk about the passphrase, while typing it twice, why not
using the SSH-agent? (you may be type the passphrase of the key when
SSH was expecting the password on the remote machine)
