There's been constant debate about this on the developer list. Most
agree that something needs to be done here, but some are wary of
adding more subcommands and increasing the learning curve. Google
the developer list to see previous threads on this; my memory tells
me that ghudson has a slow-rollout plan to fix things.

(Personally, if we were to make a new subcommand, I think a better
name would be 'svn changeroot' or something. Because '--relocate'
really just means, "change the SVNROOT of the working copy.")
