.sql file is treated as binary

why is it my *.sql files are treated as binary and not as text file,
how could this cause the problem when trying to merge, cause diff and
blame doesn't work on binary file

G:\Project\Work\X5.Service\database>svn diff
a_export_unexported_count.sql -r HEAD
Index: a_export_unexported_count.sql
===================================================================
Cannot display: file marked as a binary type.
svn:mime-type = application/octet-stream
