svnlook slow on W2K when run on localsystem account

I was having a problem running "svnlook tree" from my post commit hook
under windows 2000. It took about ten minutes to run. In contrast
when I ran the same command from a command line, it only took
about 10-20 seconds. I found that when I changed the Apache
service to run under a regular user account, rather than the
local system account, it ran as quickly as from the command line.

Could anyone tell me why this happens and if there is a way to make
it work with the local system account? Using the user account will
cause problems with password changes.
