It's late, I should have seen the error.

You've got a bad URL because you've got your C: in your URL. Create a
valid URL for where Apache is serving your Subversion repository. You
should be able to browse the Subversion repository in your browser (IE,
Firefox, etc). Once you can can see the repository in your browser, you
should be able to import.
