Cryptic messages after upgrading to 1.1.4

On my windows 2000 machine, after upgrading to 1.1.4,
every message appeared as a sequence of letters and
numbers.

For example, the first row of svn --version was
"svn,
?\227?\131?\144?\227?\131?\188?\227?\130?\184?\227?\131?\167?\227?\131?\179
1.1.4 (r13838) etc)"

After looking a bit, the problem disappeared deleting
the directory 'share\locale\ja' (containing the japan
language file).

This is a bit strange, because I live in Italy, and my
machine have an italian windows version.

Is this problem already known ???

Should I send this message on the @dev list ???

Excuse me in advance if this problem have been
discussed before, but I did a small search on
svn.haxx.se/users/ with no succes.
