Group permissions multiple repositories security

I have different svn repositories and many users
accessing them. Right now i have lenient security on
the repository as we have a small team.

Can you please enlighten me on what would be a good
security structure, i mean how users and groups are
classifies, what user to run "svnserve" daemon as,
what user should apache run as. It would be great if
you can throw some light on the enterprise lever setup
at your end.

Also svn uses plain text based passwords, is there any
way to use encryption of any kind ? My users have
shell access and they can read the passwd file, how do
i set security on it ?
