Actually, I think the issue does need to be reported in the svn bug
tracker as it is an issue with svn, and needs to be investigated. If it
is found that the problem is in fact, internal to neon, and not the way
svn is calling it, then the neon folks will need to be notified and
hopefully fix it, however, it may turn out that the problem is just in
the way svn is calling neon.
Either way, something needs to go into the svn bug tracker acknowledging
the bug, even if the ticket just says we are waiting for the neon folks
to fix the bug.
