Can all of you *please* wait at least 48 hours before posting
questions like these?
Windows has - unlike many other platforms - great package release
team. They do need some time to do uploads and compilation after the
release has been announced. Also: the binaries and the installer are
maintained by different people. After the binaries have come
available, the installer can be created.

BTW: The windows binaries have been released, if you can't wait for
the installer, you can download and install the binaries yourself.
