You'd have to hit their boards to find those specific items out.

As it happens, Tortoise is developing one. I am running their 1.2.0-dev
on a WinXP. It seems to handle the new locking functionality.

I pulled a nightly build. If you don't feel adventurous, stick with the
current releases.
